Promoting Green and Decent Jobs creation in the Waste Value Chain Sector in India (specifically bio-medical, plastic and chemical wastes).
This intervention supports the Government and the social partners in India in achieving a just transition towards environmentally sustainable economies and societies for all, in solid and liquid waste (SLW) sector at the national and municipal levels. At the national level, it engages the Committee on municipal SLW of the Ministry of Housing and Urban Affairs (MHUA) on the development of a national action plan in line with ILO guidelines a just transition to environmental sustainability. At the meso level, a value chain study on municipal SLW is conducted to support informed contributions in policy dialogues. Trainings are organized to strengthen social partners’ capacity for broad-based membership, organizing informal workers and employers, and participation in green Knowledge Intensive Business Services. At the micro level, the intervention supports two municipalities in conceptualizing gender-responsive city-level tripartite strategies for the waste value chain, along with regulatory frameworks and financing options. The intervention is implemented with MHUA, the social partners, the Self-employed Women Association (SEWA), and the Ahmedabad and Pune municipalities. Supported by the UN’s Climate Action for Jobs Initiative, the expected results include: 1) gender-responsive measures recommended or adopted by one or more constituents for a green recovery, through value chain development, in line with ILO guidelines and the Transition from the Informal to the Formal Economy Recommendation, 2015 (No. 204); and 2) a Gender-responsive city-level tripartite just transition strategy for green development of the Waste Management sector through decent work in Pune and Ahmedabad.
