Promoting employment and decent work in Afghanistan through the humanitarian-development-peace nexus and is the detailed implementation strategy for ILO in support of the formal MoU signed for the UN Joint Initiation Plan under the Special Trust Fund for Afghanistan (STFA). ILO’s work to promote employment and decent work in Afghanistan responds to the priority indicated by the UN TEF and the international community, while accounting for the current circumstances in the country. ILO’s strategy links the emergency phase with a longer-term focus, by promoting decent work for all Afghans focusing on four areas: emergency employment services, employment-intensive public works, market-based enterprise development, and skills for employability. This proposal serves as the immediate plan for ILO’s intervention, focussing on implementing the Employment Intensive Investment Programme (EIIP) and integrating the Enterprises component, following implementation of the EIIP project.
