Sustainable return and reintegration through Employment-Intensive Infrastructure works, Phase II

The project will directly benefit members of host, IDP and returnee communities by providing immediate work opportunities. Indirect (or ultimate) beneficiaries consist of the target group that is expected to be better off because of the project. This includes the population in the areas of the project sites, staff of institutions and organisations that will benefit from capacity building and businesses and service providers. Under Phase 2 it is expected that the number of indirect beneficiaries will be proportionally higher, driven by the overall increase in population including new resettlement areas. All project measures under Phase 2 (roads, walkways, drainage etc.) will be within existing settlements and the new settlement area of Barwaqo which is now fully planned. The indirect beneficiaries of Phase 1 were estimated to be 120,000 based on 40-50 % of the population using public transport services on the roads constructed, and direct access to improved all-weather road and pedestrian infrastructure within a 500m radius. Phase 2 has similar metrics in terms of distribution of project sites and length of roads to be constructed. Overall, the indirect beneficiaries are estimated to be 100,000 due to slightly lower scope of road network coverage (10.68 km in Phase 2 compared to 12.13 km in Phase 1). It is also expected that improvements in the road network, pedestrian walkways and streetlights will benefit existing traders along the main road and that infrastructure improvements in markets and business areas will lead to a number of new businesses forming. The project will contribute to the local economy through the wages earned by local labour as well as the local materials (mainly cobblestones and local sand) used for paving. The use of cobblestone paving is a major input and has the highest single contribution in material value. The project will collaborate with the Ministry of Public Works, Baidoa District Authority and the Ministry of Labour and Social Affairs, as well as consulting firms, local contractors, and the Community Umbrella System. Activities will be coordinated with a number of agencies undertaking infrastructure projects in Baidoa, including the World Bank, UNOPS, UNDP and IOM as well as other ongoing ILO projects, and will upscale and deepen the works executed under Phase 1 of the KfW-funded project, building on the experiences and lessons learnt.
