Palestine Emergency Response Programme

In response to the immediate needs in the Occupied Palestinian Territory emerging from the crisis provoked by the Israel-Hamas conflict, the ILO has developed a programme for immediate assistance (October 2023 - December 2025). The programme provides support to realize decent work within the context of wider coordinated United Nations’ efforts for relief and recovery. Through its three phases - relief, review and recovery – the Programme is aimed at providing urgent assistance and responding to immediate needs from Palestinian workers and employers who are facing dire living conditions because of the crisis in impacted communities of the occupied Arab territories at the same time prioritizing the safeguarding of wages and social benefits to affected workers. Being the first step, the current funds allocation also facilitates development of further actions and extended partnerships that are under preparation. Specifically, the programme supports distinct areas of work and affected groups: - workers from Gaza who were working in Israel and were forcibly expelled from their jobs without possibility to return to Gaza and without access to accommodation or basic needs; - workers, employers and their families from the West Bank that have lost jobs, revenue and incomes. Those are workers previously working in Israel and the settlements and those who were impacted by closures and movement restrictions within the West Bank and cannot access their work. The affected group also includes employers struggling because of restriction in importing raw materials, exporting their products and internal movement restrictions impeding workers to reach their workplaces; -workers, employers and their families in Gaza, who because of the devastation have lost jobs, breadwinners, and businesses, and are in need to recover jobs and businesses, as well as social assistance until they are able to sustain themselves again financially.
