Strengthening capacities towards a coherent national social protection system across the humanitarian, development and peace nexus
This project improves access to rights-based social security for all Palestinians by strengthening the ability of the Ministry of Social Development to lead, coordinate and deliver a coherent national social assistance system across the humanitarian-development-peace nexus. It primarily focuses on strengthening the non-contributory social protection system, including by increasing the coherence of programmes and systems across the nexus. The project is structured using the Organisation for Economic Co-operation and Development’s Development Assistance Committee’s (OECD DAC) Nexus Pillars, focusing on coordination, programming and financing across the nexus. Given the current complexity and uncertainty of the Palestinian context, the project uses an adaptive approach for activities within its three outputs to ensure that the project strategy is revised and adapted as new circumstances emerge. The project is funded under the European Union’s PEGASE programme and implemented by the International Labour Organisation (ILO) and the United Nations Children’s Fund (UNICEF), working with the Ministry of Social Development as the project’s main partner.
