UN Joint Programme on the Rights of Persons with Disabilities in Zambia.

The joint programme is contributing to the realization of the Convention on the Rights of Persons with Disabilities (CRPD), the Sustainable Development Goals (SDGs), and Zambia’s Eighth National Development Plan (8NDP) through catalytic interventions. The leading agencies involved in this initiative are the Ministries of Finance and National Planning (MFNP), Local Government and Rural Development (MLGRD), and Community Development and Social Services (MCDSS). Collaborating partners on this project include Organisations of Persons with Disabilities (OPDs), the Human Rights Commission (HRC), the Zambian Agency for Persons with Disabilities (ZAPD), and the United Nations Country Team (UNCT). These entities are working together to drive systemic change through effective implementation and mainstreaming of disability into national planning and decentralization frameworks. The interventions is focusing on the programme encompass policy, legislative, and structural reforms, aiming to create systems, programmes, guidelines, tools, and standards that are affecting structural changes for sustained and inclusive national development planning and decentralisation. Additionally, the programme is enhancing multi-sectoral coordinated disability inclusion efforts, improving financial planning and budgeting processes, and enhancing accountability through functional independent monitoring of the government's duty-bearing role. Key outcomes of the programme include increasing visibility and direct participation of Persons with Disabilities and their diverse OPDs at both national and sub-national levels. This initiative is also ensuring greater influence of persons with disabilities on decisions that affect them, mainstreaming gender sensitivity and climate-smart interventions into the work planning and strengthening linkages to existing efforts within the social protection policy field. Finally, the project is aligned with principles of gender, climate change, and equity. Gender sensitivity is also mainstreamed throughout the programme, while climate-smart interventions are integrated where applicable. Additionally, the project is ensuring equitable participation and representation of Persons with Disabilities. Lastly, the project is contributing towards creating a sustainable and inclusive environment for persons with disabilities in Zambia, fostering systemic change and enhancing their influence on national development decisions.
