Projet d'assistance technique du Bureau International du Travail pour l’employabilité des jeunes et l’autonomisation des femmes dans la Zone d’Influence du projet de Construction du corridor économique transfrontalier RDC-Angola - phase 1

The Government of the Democratic Republic of the Congo (DRC) and the African Development Bank (AfDB) have signed a grant financing agreement for the Kananga-Kabeya-Kamuanga National Road No. 2 (RN2) development project, to meet the growing socio-economic needs of the populations of eastern DRC, who live in an environment tinged with many uncertainties and risks, due in particular to the fragility of the security situation (presence or existence of armed conflicts, inter-community conflicts, volcanoes and unexploited gas in Lake Kivu) and economic fragility. Route nationale n°2 (RN2) is one of the main routes structuring the DRC's road transport system, in the province of Kasaï Central. It is also a community road of great importance for Central Africa, linking the DRC to Angola. In addition: Completion of the project ensures smooth traffic flow between the central region of the DRC and Angola, exponentially reducing journey times, boosting cross-border trade and bringing previously isolated communities closer together. It also facilitates job creation and boost sub-regional trade in Central and Southern Africa, and helps to open up rural areas, while improving the level and quality of service along the roads. The actions envisaged by the ILO contributes to: (i) the creation of 1,500 direct and indirect decent jobs, including at least 30% for women and 40% for young people; (ii) the improvement of vocational training opportunities in rural areas for disadvantaged groups, thereby facilitating economic empowerment and better organization of skills in rural areas; (iii) improving the service offering (access to information, training, markets, credit, social protection) of employers' organizations with a view to support; and (iv) institutional strengthening of key sectoral ministries and other players involved; and (v) promoting young entrepreneurs (producers, skilled workers, micro-enterprises, craftsmen, processors, etc.) To achieve this, the ILO strengthens the skills of key players and provide them with tools and strategies to: i) improve the training offer of training institutions (vocational training centers, national NGOs) in order to provide a skilled national workforce; ii) strengthen women's organizations in accessing markets; and iii) improve the offer of the local private sector and the services of key decentralized sector ministries involved to support the creation of quality jobs in the project intervention area.
