Based on the Framework Agreement for a tripartite Decent Work Programme signed in March 2024, and with a view to leveraging supports to the country as ‘pathfinder’ under the “Global Accelerator for Employment and Social Protection for Just Transitions” initiative, this intervention is aimed at assisting ILO tripartite constituents in Paraguay to select supply chains with potentials for improving productivity and generating decent employment, and to design strategies to promote productivity increase and formalization of Micro, Small, and Medium Enterprises. It is implemented mainly in the capital area. The collaborating partners are: the Government (the Ministry of Labour, Employment and Social Security (MTESS), including the professional training bodies such as SINAFOCAL and SNPP, along with the other relevant Ministries and government institutions for specific actions); employers' organizations (mainly UIP, ARP, CNCSP and FEDEMIPYMES); and workers' organizations (CUT, CUT-A, CNT, CESITP, CGT, CPT). The Inter-American Centre for Knowledge Development in Vocational Training (ILO/CINTERFOR) also collaborates actively, besides other UN entities such as UNIDO and OHCHR. This intervention is targeted at some 150 direct beneficiaries who will receive knowledge products and technical assistance, comprising delegates in the national Tripartite Consultative Council, government officials, and officers who participate in activities related to human rights and responsible business conduct. The expected results are three-fold: public policies and pilot programmes validated by tripartite constituents to promote productivity increase and decent employment creation in selected supply chains, in compliance with human rights and due diligence standards; improved labour market policies to close the gaps between demand, supply and professional qualifications, including for the full inclusion of women and young people; and increased companies’ adherence adherence to human rights and due diligence standards in selected supply chains, and strengthened institutional capacity of MTESS to implement labour and occupational safety and health regulations.
