Strengthening Employment and Employability Systems in Nigeria (SEESIN)
The project Strengthening Employment and Employability Systems in Nigeria (SEESIN) is implemented by the International Labour Organization (ILO) with funding support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It builds on previous learning documented by the ILO in the area of implementing employment related projects. The project identifies employment as a national priority in Nigeria, and within this context, situates its intervention to align with policy frameworks such as the National Development Plan, the Nigerian Youth Employment Action Plan (NIYEAP) as well as the National Employment Policy (NEP). In this regard, the project is delivered across three strategic outcome areas, where the first outcome addresses challenges relating to employment governance frameworks, and accompanying enforcement mechanisms, thus promoting decent jobs and employment opportunities in Nigeria. The second outcome is designed to improve capacity of employment services stakeholders and expand to address decent work deficits, and the third outcome facilitates access to skills, career development and lifelong learning opportunities. The justification for these three outcome areas are resultant from a broad-based stakeholder consultation, that included employers’ and workers’ representatives, the government and other relevant national actors. The implementation phase also follows in the same trajectory, reinforcing implementation of Nigeria’s Decent Work Country Programme III, while contributing to addressing long term challenges that hinder effective implementation of employment related policies, such as weak capacities of national stakeholders, poor stakeholder participation, ownership, and other identified gaps in areas that pertain to coordination mechanisms and monitoring.
