EU4Employment in Bosnia and Herzegovina IPA 2021 - Harnessing the Green and Digital Transitions
This Action is concerned with facilitating post-pandemic employment and access to the labour market in support of green and digital socio-economic recovery in Bosnia and Herzegovina. The Action draws attention to the plight of those individuals who face compounded labour market barriers and whose access to current and prospective economic opportunities generated by structural and sectoral transformations is severely constrained. These are very often young people, women, Roma, persons with disabilities, victims of domestic violence, long-term unemployed, low-skilled workers and people formally trained for vocations that are over-supplied in the domestic labour market. The Action works on (i) introducing innovative outreach and activation services for end beneficiaries in cooperation with public employment services (PES), social welfare centres, the funds for professional rehabilitation, civil society organizations, and other associations to reach out to vulnerable unemployed individuals, (ii) supporting design and implementation of quality training (reskilling/upskilling) programmes targeting end beneficiaries in cooperation with adult education providers (including technical and vocational schools), and enterprises, (iii) supporting the design, implementation, and performance monitoring of active labour market measures (job intermediation services and active labour market measures) for green and digital jobs, targeting end beneficiaries in cooperation with the PESs, labour market institutions and other relevant stakeholders, and (iv) providing additional support to the preparation and piloting of the reinforced Youth Guarantee in line with the EU-ILO Guidelines for the Western Balkans with specific actions targeting green and digital jobs, considering that Youth Guarantee implementation implies substantial reforms concerning the first three areas (outputs) of the Action. The Action implements a set of activities to stimulate the growth in demand for green and digital skills, particularly through the Green Jobs Academy, a mechanism for long-term sustainable knowledge transfer and capacity building of local stakeholders for green transformation and green jobs creation through development and piloting of innovations in policy design and related support services.
