Closing disability inclusion gaps in Social Protection and Labor across the life cycle in Indonesia

The Joint Program (JP) aims to address knowledge and capacity gaps in the Social Protection (SP) sector related to disability exclusion, improve disability-sensitive SP program designs, and enhance labor market outcomes for persons with disabilities. Key Activities: • ILO will build capacity for national stakeholders, particularly the Ministry of Manpower (MoM), to provide employment services for working-aged individuals with disabilities. This includes developing operating procedures and enabling peer learning on employment quotas compliance. • UNICEF will assess the cost of raising a child with a disability to inform adjustments to SP benefits for these children and their families. • World Bank will evaluate skill training for persons with disabilities under the MoM, review the institutional processes of ATENSI, and profile elderly persons with disabilities using existing data. They will also assess gender dynamics to address barriers faced by women with disabilities in accessing the labor market. Each institution will recommend improvements to integrate SP and labor programs for persons with disabilities, contributing to the Government’s action plans for persons with disabilities and the aging strategy (2025-2029). The JP supports the GA Roadmap priorities 1.4 and 1.5 and has been coordinated with Bappenas and the MoM to inform the RPJMN 2025-2029, focusing on Social Transformation and reducing poverty through Adaptive SP.
