Action For Improving Labour Migration Governance in Nigeria (ACTION Project)

The project Action for Improving Labour Migration Governance in Nigeria (ACTION Project) is implemented by the International Labour Organization (ILO) with funding support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Through this initiative, ILO continues to contribute to improving the effectiveness of national stakeholders working across the labour migration landscape in Nigeria, with complementary actions enabled through a corridor approach with Ghana. The project is resultant from well documented learning, and experiences from similar projects (previous and ongoing), and proactively presents opportunities for sustained support to ILO constituents’ and other actors such as civil society organizations and the media to contribute to policy measures that targets safeguarding rights of all workers, including migrant workers, while facilitating behavioural changes that addresses discriminatory attitudes and treatment of migrant workers. The ACTION Project is aligned with relevant migration governance frameworks in Nigeria such as the National Policy on Labour Migration, and the National Migration Policy and contributes to country efforts at achieving the Sustainable Development Goals and the Abidjan Declaration. The project further complements other ongoing labour migration projects in the region, including through complementarities with the Integrated Programme on Fair Recruitment (FAIR), being implemented in countries that include Ghana and the second phase of both the Support to Free Movement of persons and Migration in West Africa (FMM) and the FAIRWAY Programme. At the global level, the implementation is guided by ILO’s Fair Migration Agenda and Fair Recruitment Initiative and benefits from the related initiatives that strengthen the understanding and operations of Migrant Resource Centres (MRCs) at national level. Strategically, two high level outcomes are intended which are, i. Fair and effective labour migration governance frameworks are strengthened and adequately promoted; and ii. Capacities of relevant national stakeholders to better implement labour migration governance frameworks in Nigeria and Ghana is enhanced. These outcomes have been identified and agreed upon during stakeholder consultations, that included employers’ and workers’ representatives, the government and other relevant national actors. Gender considerations form a cornerstone of the project implementation as the project further strengthens engagement in this area, while scaling up previous support in the development and application of relevant tools for gender transformative approaches in the area of labour migration governance.
