Mainstreaming Employment into Trade and Investment, phase 2 (METI II)
The programme, Mainstreaming Employment into Trade and Investment, phase 2” (METI II), is both a continuation and an expansion of the first phase which is funded by the European Union (DG NEAR) and implemented by the ILO from 2020 to 2024. METI II builds on the foundational analysis and studies carried out under METI I but focusses on the implementation of the derived recommendations. Its action-oriented approach can be therefore placed under the slogan “from export potential to a decent employment reality”. The overall objective of METI II is to design and implement trade and investment policies and measures that optimise the quantity and quality of employment created, in particular for women and youth, and MSMEs. The target groups are government officials from Ministries responsible for Trade and Investment, Labour, Economic Affairs, Planning and other relevant line Ministries; staff in National Statistical Agencies; representatives from Trade Unions and Employer and Business Membership Organizations; private sector representatives; technical specialists from National and Regional Institutions and development practitioners. The final beneficiaries are workers (especially women and youth) and employers (MSMEs, in particular) in the tradable sectors of the partner countries. The three outcome areas of the programme will focus respectively on: - Outcome 1: Government officials, social partners and other relevant stakeholders are aware of the important interplay between employment, trade and investment, and enabled to factor the employment effects of trade and investment into policy design and implementation, and to assess their impact. - Outcome 2: Sectoral action plans for the development of export-oriented sustainable value chains and industries, which harness the employment potential, strengthen untapped export potential, support the upgrading in the value chain and foster regional integration, are designed and agreed with national stakeholders. - Outcome 3: Innovative and effective interventions are identified and piloted to strengthen critical functions along selected value chains in order to enable the creation of more and better jobs.
