Enhancing Freedom of Association and Collective Bargaining in the Cambodian GFT Sector
The objective of the project is to build the capacity of the industry in upholding workers’ right to organize and engage in social dialogue, while providing support to promote effective mechanisms of Freedom of Association (FOA) and Collective Bargaining (CB), and systems for an enabling environment to defend and improve conditions and rights at work. The project aims to achieve three key outcomes to support FOA and CB in the industry. (1) Enhancing awareness, knowledge and capacity of workers, employers, and workers’ representatives; (2) Building capacity of government and industry stakeholders to identify and support resolving issues through adequate mechanisms; (3) Strengthening partnerships and collaborations among industry stakeholders including international buyers. The project focuses on factory and sectoral support, offering capacity-building, developing tools and resources, strengthening systems and mechanisms, and facilitating dialogues. Activities leverage the ILO’s Better Factories Cambodia (BFC) programme through its trained staff, established relationships with key stakeholders, and training materials ready for implementation. The project also creates synergies with past and current support provided by Employment and Social Development Canada (ESDC) to BFC, particularly within the context of the current initiative to strengthen the capacity of the labour inspectorate.
