Rebuilding Syria through Decent Work: Putting Decent Work at the core of the HDPN for the social and economic recovery in Syria through Green Works and skills development

This intervention aims to address the decent work deficits and unemployment caused by the conflict in Syria by promoting sustainable infrastructure practices particularly in the affected neighbourhoods and supporting skills development interventions. It places decent work principles at the core of the social recovery and economic reconstruction of the country. The intervention is strategically focused on revitalizing Syria's agricultural/agri-food and garment sector as a means to generate decent work opportunities and contribute to economic recovery and social cohesion. It directly responds to the explicit demand of ILO constituents for employment promotion, skills development, and labour standards enforcement in the context of the ongoing crisis. It is also in line with the Syria Country Strategy 2024-2026 and is implemented in collaboration with UNHCR and UNIDO. The beneficiaries of the intervention are government, workers’ and employers’ representatives. Key stakeholders include the Aleppo and Greater Damascus Chambers of Industry and Commerce, sectoral associations, and community centres run by UNHCR. Additionally, a total of 170 short-term decent jobs will be created and 18,000 workdays generated through infrastructure rehabilitation and debris management to restore access to essential services in affected neighbourhoods in Aleppo. Skills needs assessments of Syrian returnees and skills gaps analysis of the private sector in specific sectors will contribute to employment creation through a work-based learning (WBL) initiative for short skills development.
