Contributing to Peace and Resilience in Libya by developing an Inclusive Entrepreneurship Ecosystem for Women and Youth

This intervention aims at strengthening national capacities in Libya to promote inclusive entrepreneurship, particularly for youth, as a mean of creating decent employment opportunities. The initiative directly contributes to stabilisation and the promotion of social cohesion, in accordance with the ILO Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205). The direct beneficiaries of the intervention are the Ministry of Labour and rehabilitation and the Libyan General Union of Chambers of Commerce, Industry and Agriculture (LGUCCIA). The intervention also involves market actors and other stakeholders in the entrepreneurship ecosystem, sectorial business associations, financial and business development service providers, and vocational education and training (TVET) institutions. The ultimate beneficiaries are youth and women. The expected results prioritize conflict-sensitive assessments and implementation of targeted quick interventions focusing on immediate needs, while laying the groundwork for sustainable and inclusive entrepreneurship ecosystem development in Libya. These include, (i) enhanced capacities of national institutions and market actors to implement intervention promoting entrepreneurship and business development services; (ii) increased national capacity in implementing programmes to prevent, prepare for, respond to, and recover from crises; and (iii) a strategic plan for the employers’ organization, based on dialogue across all regions.
