Circular Transition and Responsible Business Conduct in Montenegro
Montenegro's circular transition is hindered by limited industrial symbiosis frameworks, low private sector engagement, weak policy incentives, fragmented governance, and inadequate digitalization in waste tracking and resource efficiency, further exacerbated by economic reliance on linear consumption models, workforce skill gaps, and social exclusion, particularly among informal waste workers and women. The project, developed and implemented jointly by ILO and UNDP, promotes Montenegro’s transition to a circular economy by fostering industrial symbiosis, responsible business conduct, digital innovation, and capacity-building, ensuring both environmental sustainability and inclusive economic growth. MSMEs, women entrepreneurs, policymakers, financial institutions, and business support organizations benefit from improved access to knowledge, digital tools, financial support, and policy frameworks, enabling their full participation in the circular economy transition.
