Promoting and Protecting the Rights of ASEAN Migrant Workers
This Mini Project is an extension of an earlier GAC funded project (RAS/16/01/CAN) and will provide support to special activities pursued under the previous project. While ultimately contributing to the enhancement of the protection of the rights of ASEAN Migrant Workers, the project will center around three specific activities: · Activity 1: support to the 2025 ASEAN Forum on Migrant Labour (AFML): AFML is an annual flagship activity of the ASEAN Committee on the Implementation of the Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW). The unique features of this forum include tripartite plus participation, linking up regional and country level policy dialogue, and thematic focus on topical issues. In 2025, the 18th AFML will be convened by the government of Malaysia in its capacity as the current ACMW Chair 2025-2026, on the theme “Accelerating Actions Towards Sustainable Development Goals (SDGs) on Safe Migration and Decent Work for Migrant Workers in ASEAN”. · Activity 2: support to the 2025 collection and sharing of International Labour Migration Statistics (ILMS) in the ASEAN region: ILOs unique approach to supporting collection of ILMS data in ASEAN involves a network of ILMS focal points in national data producing institutions in all ten ASEAN Member States. This network of focal points was established in 2013 and has since met nearly annually. This year, the 11th Technical Meeting of Focal Points on ILMS in ASEAN will be hosted in October/ November 2025 in Bangkok, Thailand. Activity 3: support to Migrant Worker Resource Centres (MRCs) with a specific focus on migrant care workers: The ILO has supported MRCs across the ASEAN member states since 2011. This mini project provides grants for MRCs that are reaching a substantive number of migrant care workers and able to meet the specific needs of workers in this sector. A priority is given to MRCs in Myanmar and Thailand that has previous experience of working with domestic/care workers by offering legal aid, counselling, information, networking and other support services. The Mini Project has a budget of USD 99,832 and will be operational for 16 month (15 Aug 2025-15 December 2026).
