Inclusive Digital Transformation Facility of Colombia (IDTF)

Contributing to Inclusive Digital Transformation and the Implementation of the Global Digital Compact in Colombia We support inclusive digital transformation and the implementation of the Global Digital Compact in Colombia through the creation of a strategic platform: the Inclusive Digital Transformation Facility (IDTF). This platform facilitates coordination among key stakeholders, mobilizes resources, and strengthens the efforts of the national government by building institutional capacities. The Facility launches with two strategic focus areas: 1. Meaningful Connectivity We aim to align public and private digitization initiatives with the needs of local communities by: Connecting the digital skills of individuals in prioritized territories with digital market opportunities at both local and national levels. Strengthening local digital ecosystems. Promoting a multi-stakeholder approach that centers women and youth—in all their diversity—encouraging their participation in the digital economy and ensuring secure access to digital rights. Providing public policy recommendations with a territorial lens to ensure that connectivity translates into guaranteed rights. 2. Open Finance and Open Data Our goal is to expand inclusion in the digital economy and ensure its benefits reach everyone. We: Promote a more inclusive and competitive digital financial ecosystem by supporting the implementation of the mandatory Open Finance system and advancing the digital transformation of the cooperative and solidarity-based savings and credit sector. Encourage the adoption of Bre-B, the Central Bank’s low-value instant payment system. Collaborate with traditional financial institutions, fintechs, and cooperatives to co-create accessible and secure financial solutions, ensuring personal data protection and equitable access to digital services.
