Renforcer les compétences pour une meilleure productivité et employabilité des jeunes et des femmes dans le secteur agropastoral du Burundi
Burundi’s National Development Plan (2018–2027) emphasizes economic diversification and human capital development as key drivers of inclusive growth. In line with this vision, the African Development Bank (AfDB)-funded Agro-Pastoral Entrepreneurship and Professional Development Project for Youth and Women (PEAPJF) strengthens the technical and entrepreneurial capacities of young people and women in the agro-pastoral sector. The International Labour Organization (ILO) implements a technical cooperation component focused on aligning skills development with labor market needs. The project includes three core interventions: conducting a forward-looking skills needs assessment with a gender lens using ILO’s STED (Skills for Trade and Economic Diversification) methodology to develop sectoral training and skills strategies; building capacity on skills anticipation; and analysing how skills deficits affect productivity. These efforts address skills mismatch, enhance employability—particularly for marginalized groups—and support productivity-driven economic transformation. The STED methodology, developed by the ILO and applied in more than 30 countries, links skills development to sectoral economic strategies that promote export growth, economic diversification, and decent employment creation. In Burundi, STED guides studies in three priority sectors identified through consultation with stakeholders. Each study analyses labor market needs, systemic challenges to training quality, sectoral trends, and gender-specific barriers to employment. The findings inform practical and inclusive skills strategies that guide action by both public and private actors. The project also strengthens national capacity to independently apply skills anticipation tools and sectoral planning. Training workshops cover key themes such as green economy integration, digitalization, renewable energy, and policy foresight. To underscore the economic value of investing in skills, the project analyses how critical skills gaps constrain efficiency, innovation, and growth across priority sectors. It identifies mismatches between existing and required competencies, enabling targeted training and improved sectoral performance. By fostering coordination across skills, employment, trade, and agriculture sectors, the initiative supports the development of an integrated and responsive skills ecosystem. It contributes to Burundi’s long-term development by equipping institutions, employers, and individuals with the means to align workforce competencies with economic opportunities.
