Promoting Inclusive Labour Market Governance Reform in Support of Ukraine’s Reconstruction and EU Accession
The project supports Ukraine in building a fair, inclusive and modern labour market that drives recovery, reconstruction and progress toward European Union membership. It strengthens labour market governance by enabling government institutions, employers and workers to jointly design and implement reforms in line with international labour standards and the EU acquis. Focusing on three interlinked areas, the project revitalizes national and regional social dialogue so that public authorities, employers and workers can negotiate and agree on key elements of Ukraine’s reform and recovery agenda. It also enhances the capacity of labour market institutions – including the State Labour Service, the State Employment Service and the National Conciliation and Mediation Service – to apply and monitor new labour legislation and promote compliance. Finally, the project supports modern employment policies, including the development of the National Employment Strategy and the introduction of the Youth Guarantee to improve access to decent jobs for young people and those most affected by the war. Key deliverables include technical advice on aligning Ukraine’s labour laws with international labour standards and EU legislation; practical tools and training for judges, labour inspectors, conciliators and mediators; and guidance on implementing the National Employment Strategy, Youth Guarantee and Gender Pay Gap Strategy. Through technical assistance, peer learning and policy dialogue, the project helps tripartite partners make evidence-based decisions on labour law reform, employment policy and social dialogue. Special emphasis is placed on equality of opportunity and supporting the inclusion of women, youth, persons with disabilities, internally displaced persons and war veterans in the labour market. Implemented by the International Labour Organization in partnership with the Government of Ukraine, employers’ and workers’ organizations, and with financial support from the European Union, the project combines international expertise with strong national ownership.
