Centros Multiservicios de Inclusión y Desarrollo de Movilidad Humana y Desarrollo Territorial

The “Multiservice Centres for Inclusion and Development” initiative is a joint United Nations effort led by UNOPS, with the participation of ILO, UNHCR, IOM, PAHO, UN Women, and UNICEF, in collaboration with the Government of Mexico. Its overall goal is to strengthen institutional capacities for the socioeconomic integration of people in contexts of human mobility, particularly returnees and migrants, in Mexico. Within this inter-agency project, the International Labour Organization (ILO) leads the labour component, focused on promoting decent and formal employment opportunities and improving access to social protection in five target states: Baja California, Chihuahua, Chiapas, Coahuila, and Tamaulipas. These states were selected due to their high concentration of repatriated and migrant populations and the presence of Centres for Attention to Repatriated Persons and Multiservice Centres operating under the national strategy “México te abraza”. The project strengthens the National Employment Service (SNE) through diagnostics, roadmaps, and training to improve employment services for people in mobility contexts, with a gender-responsive and rights-based approach. It supports the development of institutional coordination mechanisms between SNE offices, Multiservice Centres, and employers to enhance labour inclusion, particularly of women over 40 years old facing multiple barriers due to gender, age, and migratory status. Key results include: 1. Five participatory diagnostics and roadmaps for SNE offices to improve inclusion services for jobseekers in mobility contexts. 2. A coordinated operational mechanism between SNE offices, Multiservice Centres, and employers in Baja California and Chiapas, promoting equitable hiring and access to care services that facilitate women’s labour participation. The initiative contributes directly to SDG 8 (Decent Work and Economic Growth) and SDG 10 (Reduced Inequalities), and aligns with the Global Compact for Migration and the Global Compact on Refugees. By building institutional capacities, promoting fair recruitment practices, and strengthening inter-institutional coordination, the project supports Mexico’s ongoing efforts to ensure inclusive, safe, and sustainable reintegration and labour participation for people in human mobility contexts.
