Building nationally led social protection and employment programs that adapt to shocks, displacement, and return migration contexts
This Action supports the Government of Haiti in strengthening nationally led social protection and employment systems to better respond to economic shocks, displacement and return migration. Its overarching objective is to enhance the effectiveness, coherence and sustainability of public interventions that protect vulnerable populations while expanding access to decent employment opportunities. Haiti faces recurrent economic, social and environmental shocks that disproportionately affect poor and vulnerable households, including displaced persons, return migrants, women and youth. In this context, social protection and employment policies are critical tools for mitigating risks, supporting recovery and fostering social cohesion. However, these interventions remain fragmented, under-resourced and insufficiently coordinated. The Action addresses these challenges by strengthening national systems and institutional capacities, while ensuring strong government ownership and alignment with national priorities. The Action focuses on three mutually reinforcing areas. First, it strengthens the evidence base for social spending by improving data, analysis and decision-making tools, enabling more targeted and efficient allocation of resources. Second, it promotes greater coordination and alignment of existing social safety nets under a nationally driven framework, reducing fragmentation and enhancing policy coherence. Third, it supports the development of employment responses tailored to emergency and vulnerability contexts, linking short-term support with longer-term resilience and inclusion. By reinforcing institutional capacity and fostering integrated approaches across social protection and employment policies, the Action contributes to more resilient, inclusive and shock-responsive systems. In doing so, it supports Haiti’s efforts to protect its most vulnerable populations and to build sustainable pathways to employment in a context marked by recurring crises and mobility challenges.
