Accelerating Sustainable Financing for Gender Responsive Employment Creation and Social Protection Programmes in the Agriculture sector
The project is contributing towards strengthening national frameworks to promote sustainable design and financing for gender and socially responsive employment creation and social protection along agriculture value chains and livelihoods. This is being achieved through the strengthening of evidence-based policies on gender responsive sustainable financing for job creation and social protection in the agriculture sector through public expenditure review and macroeconomic diagnostics on jobs and social protection to ensure that national frameworks effectively promote inclusive employment opportunities and social protection coverage and developing a gender responsive sustainable financing mechanisms for job creation and social protection coverage are strengthened to support implementation of inclusive and resilient employment and social protection programmes. The project is also supporting the identification of opportunities to integrate social protection with employment generation across agri-food systems. Building on the project outputs, the main entry points with greatest potential for catalytic impact within the given timeframe and budget including;Strengthening the national frameworks for adequate and sustainable gender-responsive financing for integrated and inclusive social protection and employment creation strategies and programmes, evidence building through undertaking analytical studies including gender responsive Public Expenditure Review and macroeconomic diagnostics for job creation in prioritized sectors such as agriculture and social protection with the aim of supporting policy dialogue and advocacy on sustainable financing options for integrated job creation and social protection programmes and the development of a sustainable financing strategy for integrated gender-responsive job creation and social protection programmes that being validated and deployed by government, key stakeholders and Development Partners as a social and economic compact to advancing the Malawi 2063 agenda that recognizes job creation and social protection as key policy instruments to advance national development. The intervention is also enhancing national frameworks for sustainable financing, building evidence through analytical studies, and development of a gender-responsive financing strategy. These catalytic actions are supporting integrated and inclusive social protection and job creation programme and policies, including Malawi 2063's goals and addressing gender disparities. Beneficiaries of the initiative are Government of Malawi through the Ministry of Finance, Ministry of Agriculture, Ministry of Gender and Ministry of Labor, being primary stakeholders for the joint programme. Social Partners comprising Employers’ and Workers’ Organizations (agricultural cooperatives and associations) with the mandate advocating for decent work using the evidence to inform effective participation in policy dialogue and formulation on job creation and social protection financing. Development Partners such as UN agencies, International Finance Institutions, Public Development Banks and private sector actors supporting social protection, rural development and job creation interventions using the project outputs to guide sustainable financing to job creation and social protection interventions focusing on the agriculture sector.
