Advancing Just Transition in Bangladesh
Bangladesh is among the most climate-vulnerable countries in the world, already facing heat stress, rising seas and extreme weather that threaten livelihoods—especially for informal and coastal workers. As the country moves toward middle-income status and tighter global sustainability requirements, its labour force and enterprises remain poorly equipped for the transition, and existing Just Transition efforts are fragmented. This initiative, led by the International Labour Organization (ILO) with the Laudes Foundation, aims to institutionalize and operationalize Just Transition in Bangladesh by creating a nationally anchored, multi-stakeholder platform that brings government, employers, workers and key partners around one agenda. It will strengthen social dialogue, reinforce policy coherence and support the integration of Just Transition principles into national frameworks such as Third Nationally Determined Contributions (NDC 3.0) and the evolving employment and sectoral policies. At the sectoral level, the project will develop roadmaps and pilot interventions in priority climate-vulnerable sectors—such as Ready-Made Garment (RMG), construction, agriculture and aquaculture—to test practical models for green jobs, enterprise adaptation and climate-resilient livelihoods. Capacity building and knowledge generation will equip national actors to steer and scale these efforts over time. Overall, the initiative aims to lay the institutional and operational foundations for a just, inclusive and climate-resilient economic
