Joint Programme: Catalytic Programme for Climate-Smart and nutrition Agriculture and Decent Jobs in Anosy, Madagascar

The Joint Programme (JP) will transform Madagascar’s food systems by 2028 through inclusive catalytic financing, integrated territorial governance, and resilient production systems. It addresses rural poverty, social exclusion, and food insecurity while fostering a conducive environment for climate- and nutrition-sensitive investments. Key results include: • Catalytic financing ecosystem mobilizing public–private co-investment. • Operational multi-level governance platforms enabling coordinated planning and monitoring. • Empowered farmer organizations with strengthened financial and managerial capacity. Phase I will target 1917 direct beneficiaries (=30% women/youth) in Anosy, reaching 40,000 people through leverage and scaling, while building investment-ready pipelines. Phase II will fully operationalize the financing window, scaling nationally to reach at least 20% of farmer organizations, improving incomes, resilience, and working conditions. The JP aligns with Madagascar’s National Food Systems Pathway/Roadmap, Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), and Biodiversity Strategy, while advancing the General State Policy’s three pillars: strengthening human capital, fostering inclusive growth, and enhancing governance. By linking national policy frameworks to local investment mechanisms, the JP delivers an integrated and inclusive governance model, positioning Madagascar as a regional leader in innovative financing for systemic food system transformation.
