Trade for Jobs Uganda (T4J)

Trade for Jobs Uganda is an initiative jointly implemented by the International Labour Organization (ILO) and the International Trade Centre (ITC), with funding from Sida. This project aims to leverage trade as a driver for decent job creation and income generation for women and men living in poverty in Uganda. It focuses on two high-potential sectors—dairy and tourism—selected for their strong potential to create inclusive employment and expand MSME (Micro, Small and Medium Enterprises) growth. Despite Uganda’s economic progress, underemployment, informality, and trade underperformance persist, particularly among women and youth. The project aligns with Uganda’s National Development Plan IV, Vision 2040, and the UN Sustainable Development Goals, especially SDG 8 on decent work and economic growth. The project adopts a Market Systems Development (MSD) approach, emphasizing systemic change, local ownership, and sustainability. It will address root causes of market inefficiencies through partner-driven interventions and adaptive management. Key intervention areas in the dairy sector include improving farm productivity, strengthening milk collection centers, and enhancing regulatory frameworks for trade and export diversification. In tourism, the focus will be on boosting digital visibility and market access for MSMEs, improving skills systems, and streamlining regulatory and coordination mechanisms. Expected results include increased trade in dairy and tourism, improved MSME competitiveness, and the creation of more and better jobs, particularly for women and youth. The project anticipates systemic changes that will unlock sustainable employment opportunities and income growth at scale. By combining ILO’s expertise in decent work with ITC’s trade and competitiveness strengths, the initiative seeks to deliver long-term impact through inclusive, trade-driven growth. It will also engage Swedish companies to leverage technology, expertise, and investment opportunities, ensuring strong partnerships and co-investment for sustainability.
