Support to the ILO Transitional Development Cooperation Strategy for Ukraine
This project supports inclusive labour market recovery in Ukraine in the context of prolonged instability, internal displacement. It contributes to the ILO’s Transitional Development Cooperation Strategy for Ukraine, which focuses on investing in people, creating quality employment and sustainable enterprises, and strengthening labour market governance and social dialogue. These priorities also underpin the ILO Decent Work Country Programme for Ukraine for 2026–2029. The project improves access to employment by supporting career development and employability services that help vulnerable groups navigate the labour market and access decent employment opportunities. It strengthens labour market analysis through the preparation of concise, sector-specific analyses that examine employment trends, skills needs and workforce challenges in critical sectors, supporting evidence-based policy formulation aligned with recovery and reform priorities. In parallel, the project reinforces labour rights monitoring through strengthened cooperation with social partners and the Office of the United Nations High Commissioner for Human Rights. This collaboration contributes to improved documentation of labour rights violations, including in temporarily occupied and frontline areas, and supports referral mechanisms to help prevent and address labour exploitation and related abuses. Overall, the project contributes to recovery, social cohesion and resilience by promoting decent work and strengthening labour market governance.
