Social Protection Approaches to Climate Resilience and Just Transition in Jordan
Jordan has made progress in expanding its social protection system and launching the National Social Protection Strategy (NSPS) 2025–2033. However, gaps remain including limited social insurance coverage (particularly for women) and weak linkages between social assistance, insurance, and economic empowerment (including for the graduation of social assistance beneficiaries). Limited sector-wide alignment results in limited integration of climate resilience which is increasingly a national priority given Jordan’s rising vulnerability. Social protection institutions often work in silos with limited coordination resulting in policies that are not aligned at the national level and a highly reactive system that lacks the capacity for anticipatory action. These challenges hinder the system’s ability to support inclusive growth and respond to climate-induced shocks. This project builds on existing Government of Jordan (GoJ) policies, particularly the Economic Modernization Vision (EMV) and supports the NSPS implementation by developing a costed Action Plan focused on climate resilience and just transition, enhancing shock-responsiveness through Early Warning Systems, piloted SOPs, and an emergency financing framework, expanding the Jordan Social Registry (JSR) to include more services and a welfare ranking formula for better targeting, including women and creating a national coordination platform to align policies on social protection, green jobs, and decent work.
