Fair Recruitment in Central America: Strengthening institutional capacities for the socioeconomic integration of migrants and refugees - II

This project utilizes the remaining balance of the IRCC-funded (Immigration, Refugees and Citizenship Canada) and ILO-implemented initiative “Fair Recruitment in Central America: strengthening institutional capacities for the socioeconomic integration of migrants and refugees,” implemented between 2022 and 2025. The project supports the continued application of fair recruitment practices and skills recognition mechanisms that facilitate the labour market integration of migrants and refugees in Central America. The project focuses on three complementary interventions. It supports the digitalisation and publication of a Guide for the Fair Recruitment of migrant and refugee workers in Honduras, enabling employers and private entities to access interactive training tools that promote responsible recruitment practices. It also advances regional cooperation on skills recognition through the development of a digital platform that supports the Regional Mechanism for Mutual Recognition of Labour Competency Certifications in Latin America and the Caribbean, strengthening collaboration among vocational training institutions, employers and workers. In addition, the project pilots a skills certification process for domestic workers in Costa Rica, most of whom are migrant women, contributing to the professionalisation of domestic work, improved working conditions and greater access to formal employment. Through these actions, the project strengthens institutional capacities, promotes fair recruitment and ethical labour practices, and improves access to skills certification and labour market opportunities for migrants and refugees, with a particular focus on gender equality and social inclusion.
