Protecting and Preparing Ukraine’s Energy Workforce for Sustainable Recovery
The project Protecting and Preparing Ukraine’s Energy Workforce for Sustainable Recovery, developed jointly with the Ministry of Energy of Ukraine, the workers’ and employers’ organizations, supports the frontline energy workers restoring and maintaining electricity, heating and other essential services under heightened security risks and operational strain. The project enhances worker safety by updating wartime OSH protocols, improving access to appropriate PPE, strengthening labour inspection capacity, and expanding workplace-based psychosocial support. It also improves injury reporting systems and safeguard worker records, contributing to national OSH reform and EU alignment. At the same time, the project prepares the workforce for a modern, decentralized and renewable energy system by promoting inclusive and gender-responsive workplaces to stabilize and retain the workforce. Through practical workplace adaptations, reintegration pathways for veterans and persons with disabilities and strengthened social dialogue, it expands access to safe employment for women, IDPs, older workers and other underrepresented groups. Finally, the project equips workers with the skills needed for urgent repairs and future renewable energy development. A rapid skills assessment informs the design and piloting of OSH-integrated training modules in partnership with TVET institutions and social partners, generating a foundation for large-scale reskilling in a future phase. Being a part of the ILO Global Flagship Programme Safety + Health for All, the initiative advances the fundamental rights to a safe and healthy working environment by addressing priority occupational safety and health risks, and delivering sustainable policy and workplace solutions, including in high-risk sectors and supply chains.
