EU Support for Safe Returns and a Stable Future for Syrian Refugees. (Lebanon component)
With financial support from the European Union, this programme supports Syrian refugees in Lebanon to pursue safe, voluntary, and dignified solutions, while helping national institutions manage return, labour mobility, and migration in a coordinated way. The programme is implemented jointly by the Office of the United Nations High Commissioner for Refugees (UNHCR) the International Organization for Migration (IOM) and ILO in cooperation with national authorities, linking individual assistance with labour market support and strengthened public systems. In Lebanon, the programme supports refugees who are considering return by improving access to reliable information and counselling, legal support, health screening, and transportation. It also supports access to regulated pathways for mobility, including employment-related options abroad, through skills development, job matching, migration planning, and post-arrival assistance. At the national level, the programme contributes to improving the labour market governance, focusing on the foreign workforce, reducing informality, and promoting decent work, while strengthening migration management and border-related coordination. Close coordination with interventions in Syria links pre-departure support in Lebanon with reintegration assistance and access to livelihood opportunities upon return. The Lebanon and Syria components are part of one integrated programme that links pre-departure assistance, return processes, and reintegration support.
