EU Support for Safe Returns and a Stable Future for Syrian Returnees. (Syria component)

With financial support from the European Union, this programme supports the safe, voluntary, dignified, and sustainable reintegration of returning Syrian refugees, while strengthening national capacities to manage return and recovery and to support access to decent work. The programme is implemented jointly the United Nations High Commissioner for Refugees (UNHCR) the International Organization for Migration (IOM) and ILO, in cooperation with national authorities, linking humanitarian assistance with early recovery and employment support. In Syria, the programme helps address legal and administrative barriers that affect returnees’ access to civil documentation, services, and employment. It provides reintegration support for returning families, including financial assistance and housing and shelter support for the most vulnerable, enabling returnees to meet immediate needs and start rebuilding their lives. The programme promotes livelihoods through skills development, developing public work schemes, job matching, and support to local employment initiatives aligned with local economic priorities, contributing to community stabilisation and social cohesion. It also strengthens coordination and information systems that support return and reintegration, including cooperation with neighbouring countries where relevant. Coordination with interventions in Lebanon supports continuity between pre-departure assistance and post-return reintegration. The Lebanon and Syria components are part of one integrated programme that links pre-departure assistance, return processes, and reintegration support.
