Improving China’s institutional capacity towards universal social protection (Phase 3)

The project phase 3 builds on two previous phases of EU-China-ILO collaboration and assumes that strengthening institutional capacity, policy coherence, and evidence-based dialogue will accelerate China’s progress toward universal, adequate, and sustainable social protection. By providing specialized technical assistance, conducting policy-oriented research, facilitating tripartite and academic dialogue, and promoting international exchanges and information sharing with EU and its Member States, the project enhances the ability of national counterparts, particularly the Ministry of Human Resources and Social Security (MOHRSS), the National Healthcare Security Administration (NHSA), the All-China Federation of Trade Unions (ACFTU), and the China Enterprise Confederation (CEC), to design and implement social security reforms that extend coverage and improve benefit adequacy, under the guidance of ILO’s international labour standards.
