Supporting the Operationalization of a Shock Responsive Social Protection Strategy for Palestine (M-GA)

The programme supports the development of a shock-responsive and sustainable social protection system in the West Bank and Gaza, where conflict, fiscal constraints, and recurrent shocks have weakened existing programmes. Social protection remains fragmented, with humanitarian and national interventions running in parallel, limited coverage of social insurance, declining financing, and static targeting mechanisms that exclude many poor and vulnerable households, including women, persons with disabilities, and older persons. The programme supports the implementation of the Ministry of Social Development’s Sector Strategy and Shock-Responsive Social Protection Protocol by strengthening institutional arrangements, financing frameworks, and coordination across actors. Joint UN and World Bank action improves poverty and vulnerability profiling, aligns humanitarian and government-led programmes, and strengthens delivery and digital systems, including secure and inclusive payment mechanisms. Gender-responsive monitoring tools and sex-disaggregated data are integrated to improve equity and accountability. Through coordinated action by UNICEF, WFP, ILO, and the World Bank, the programme contributes to a more inclusive, efficient, and resilient social protection system that improves coverage, supports vulnerable households, and strengthens national capacity to respond to current and future shocks.
