Livelihood Enhancement and Economic Diversification Programme (LEED) for vulnerable people in the Highlands of Papua New Guinea (Enga, Hela, Southern Highlands), and the National Capital District

The Livelihood Enhancement and Economic Diversification (LEED) programme envisages that by 2028, communities in Enga, Hela, Southern Highlands and National Capital District will achieve sustained reduction in tribal conflict and violence, improved access to inclusive livelihoods, and strengthened trust in local governance, contributing to safer, more resilient, and economically stable communities. To complement the Highlands Joint Programme Phase 2 (HJP2), the LEED Programme aligns with Outcome 4 of the United Nations Sustainable Development Cooperation Framework 2024-2028 (Sustainable Economic Transformation) and adds a critical economic empowerment dimension aimed at sustaining peace in the Highlands. LEED addresses underlying drivers of conflict, such as youth unemployment, limited livelihood options, and lack of market access, by promoting skills development, entrepreneurship, enhanced representation, and inclusive value chain participation. By creating sustainable income-generating opportunities, particularly for youth, women and other marginalised groups, the program strengthens community resilience and supports the transition from fragility to stability. The programme will be jointly implemented by FAO (Food and Agriculture Organization), ILO, and UNCDF (United Nations Capital Development Fund) in close collaboration with key implementing partners, targeting 3,000 beneficiary households across Enga, Hela, Southern Highlands (SHP), and the National Capital District (NCD). FAO, as the lead implementing agency, will oversee coordination to ensure the delivery of high-quality technical support and effective execution of activities.
