Apoyo en la implementación del Pilar 2 del Sistema de Protección Social con énfasis en el acceso de jóvenes y mujeres al empleo formal y a la seguridad social

This project strengthens Paraguay’s labour and employment policy framework to advance the implementation of Pillar 2 of the National Social Protection System. It promotes formalization, youth employment, gender equality and access to social security, while supporting the development of the care economy and decent work opportunities linked to new productive investments. Paraguay faces persistent labour market challenges, including high informality, limited social protection coverage and structural barriers affecting women and young people. At the same time, the Government prioritizes formal employment creation, expansion of social protection and the consolidation of a national care policy. Institutional coordination gaps and limited technical capacities constrain effective policy implementation and coherence across employment, skills, formalization and care policies. The project supports the design and implementation of integrated and gender-responsive labour market policies that foster economic inclusion through formal employment, particularly in territories experiencing economic transformation. It strengthens labour market institutions responsible for employment services, formalization strategies, social security and care policies, enhancing policy coherence, governance and service delivery. The intervention develops and disseminates labour policy instruments and tools aligned with international labour standards and decent work principles. It promotes coordination mechanisms among public institutions to advance decent youth employment, facilitate transitions to formality and expand social protection coverage. By reinforcing institutional capacity, social dialogue and integrated policy responses, the project improves access to skills development, employment services and social protection systems, especially for women and young people in vulnerable situations. It contributes to a more inclusive labour market, reduced informality and sustainable economic growth that translates into decent work and social justice.
