Maintaining employment and strengthening labour governance in the garment sector in Haiti
This project strengthens labour governance in Haiti’s garment sector, the country’s main formal private employer and export industry, which employs about 27,000 workers, most of them women. In a context of insecurity and economic fragility, strong labour institutions and credible oversight are essential to protect workers’ rights and maintain market access. The project supports the effective application of national labour law and international labour standards through independent compliance assessments, advisory services and structured social dialogue between employers and workers. It strengthens tripartite mechanisms and grievance resolution processes, contributing to more stable industrial relations. A key focus is occupational safety and health, including improved workplace safety systems, emergency preparedness and coordination with labour authorities. It also enhances collaboration with national social security institutions to improve enforcement of pension, maternity and health insurance contributions. By building the capacity of public institutions and social partners and integrating a gender-responsive approach, the project embeds sustainable improvements in inspection, dispute resolution and equal treatment, contributing to safer workplaces and a more resilient garment sector.
