The Project for Promoting Employment of Returning Migrant Workers Affected by the Border
At the request of Cambodia’s Minister of Labour and Vocational Training, the project supports Cambodia’s response to the growing number of returnee migrant workers by providing reintegration support and pathways to decent employment. Working with government services, employers’ and workers’ organizations, and UN partners, the project expands Migrant Worker Resource Centres in Odder Meanchey, Pursat and Preah Vihear to deliver counselling, information, outreach and legal assistance, including support to use the national complaints mechanism and resolve grievances. It connects returnees to jobs through rapid consultations with labour-intensive industries such as construction, garment and manufacturing, and through commune-level job fairs, employment forums and public awareness campaigns, including through the Better Factories Cambodia programme. Targeted skills upgrading and reskilling—together with gender-responsive and disability-inclusive services and improved data on returnees—strengthen national systems and help returnees and their families regain income, access to justice and sustainable employment.
