STRENGTHEN3: Leveraging employment impact assessments for the creation of more and better jobs

The STRENGTHEN3 project is an ILO development cooperation initiative implemented from Geneva and Abidjan. It aims to promote more and better jobs for women and men in EU partner countries by systematically integrating employment considerations into investment and policy decisions. The project supports the European Union—particularly under the Global Gateway initiative—and financial institutions in strengthening the quality job outcomes of their operations. At its core, STRENGTHEN3 advances the development and application of the ILO’s Employment Impact Assessment (EmpIA) methodologies and tools, especially the EmpIA webtool. The project further refines these tools and datasets, integrating qualitative dimensions such as gender, youth, skills, informality, and income groups, thereby contributing to more comprehensive and accountable investment approaches, including the Global Gateway 360 framework. Through advocacy, technical briefings, policy dialogues, and capacity-building activities, the project enhances stakeholders’ access to and use of EmpIA tools. Target groups include EU Member States and Team Europe partners, partner country governments, investors, implementers, financial institutions, and social partners. In addition, STRENGTHEN3 promotes the systematic use of EmpIA in project design and implementation across multiple countries, while providing more in-depth assessments and advisory services in selected partner countries. The project is implemented by an ILO team of EmpIA specialists in close coordination with the European Commission’s INTPA Employment team, building on prior ILO initiatives and partnerships with governments, social partners, development partners, and academia.
