Strengthening Institutionalized Social Dialogue in Honduras

This project focuses on strengthening tripartism and social dialogue by supporting effective bipartite and tripartite mechanisms and building institutional capacity for labour dispute resolution and consensus building. It reinforces public institutions responsible for social dialogue in Honduras, previously identified by tripartite constituents as priorities for technical assistance. By improving their institutional and technical capacities, these entities are better equipped to fulfil their mandates, in line with the assessment carried out for Priority 2 of the Decent Work Country Programme for Honduras. Project activities contribute to three expected outcomes that support the Economic and Social Council (CES), the National Commission for the Health of Workers in Honduras (CONASATH), and the Secretariat of Labour and Social Security (SETRASS), including the Commission against Anti Union Violence. Although each institution presents different capacity gaps, assistance centres on strengthening internal processes linked to their mandates and improving the technical skills of their officials. Social partners participate actively in these efforts. As institutional and technical capacities improve, social dialogue institutions operate with stronger tools and more coherent processes, and tripartite constituents engage more effectively in these strengthened spaces. This contributes to a more resilient labour relations model in Honduras, fostering constructive dialogue, improving trust among actors, and supporting efforts to reduce anti union violence. Strengthening the labour relations model and social dialogue also encourages greater compliance with national and international labour standards. Employers benefit from a more predictable business environment and increased social stability, while workers and employers alike gain from more harmonious and solid labour relations. The project reinforces the Anti Union Violence Commission and provides training to tripartite actors to help them better articulate their mandates and contribute to reducing violence. Strengthening social dialogue institutions creates more stable and peaceful labour relations.
