Advancing Responsible Supply Chains and Decent Work in Asia
The “Advancing Responsible Supply Chains and Decent Work in Asia” project aims to advance decent work and promote inclusive, responsible and sustainable enterprises to strengthen responsible and resilient supply chains between Japan and Thailand. This will be achieved by promoting responsible business conduct and advancing human rights due diligence (HRDD) for decent work and enhancing national and cross-border dialogue to inform collective action in the automotive and related electrical and electronics sectors. The automotive and electrical and electronics sectors are selected due to their central role in Japan–Thailand economic relations and their deep integration into regional and global supply chains. Building on ILO’s normative mandate and the guidance offered by the ILO instrument on RBC (Responsible Business Conduct) – the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration), the project brings together the government, the social partners and private stakeholders from both countries to enhance enterprise-level capabilities, sectoral level collaboration and national coordination with a view to strengthen the broader institutional environment necessary for responsible business conduct. The project aims to achieve three mutually reinforcing outcomes : (1) Strengthening Japan’s enabling national framework to promote responsible business practices for decent work, including by building national capacity and enabling effective oversight and greater support for enterprises to leverage their contribution to the realization of decent work; (2) Enhancing Thailand’s automotive and related electrical and electronics sectors capacities, to implement RBC and HRDD for decent work and promote workplace cooperation and social dialogue, through targeted training and the development of a pilot model for mentoring of suppliers, particularly SMEs; and (3) Improving institutional and market environments by facilitating dialogue involving government bodies, social partners, Japanese MNEs, and their Thai suppliers to enable the identification of common challenges, knowledge-sharing and the development of coordinated solutions.
