Addendum 1 to the Provision of Consultancy Services of Technical Assistance in the Implementation of Community-Based Routine Maintenance (CBRM)
This project supports the implementation of Community-Based Routine Maintenance under the Roads to Inclusion and Socio-economic Opportunities programme in Tanzania by strengthening the capacity of national and local institutions to deliver sustainable rural road maintenance through community participation. It provides technical assistance to the Tanzania Rural and Urban Roads Agency to organize, train, and support community-based groups to carry out routine road maintenance using labour-based approaches that create local employment and improve rural access. The project focuses on practical capacity building, including the establishment and management of community groups, use of national public procurement systems, tender application and contract processes, and safe use of tools and equipment. It promotes inclusive participation by women and other groups in vulnerable situations, applies fair working conditions and occupational safety principles, and integrates environmental stewardship in maintenance activities. Through hands-on training, simplified tools, procurement support, and continuous monitoring, the project strengthens local ownership of road assets, improves service delivery in rural areas, and contributes to decent work, social inclusion, and sustainable infrastructure development. This project supports the implementation of Community-Based Routine Maintenance under the Roads to Inclusion and Socio-economic Opportunities programme in Tanzania by strengthening the capacity of national and local institutions to deliver sustainable rural road maintenance through community participation.
