Promoting Opportunities, Protection, Employment and Labour Integration through the AUC/ILO/IOM/GIZ Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP-PROPEL).

The Joint Labour Migration Programme (JLMP) represents a long-term collaborative flagship programme that operates under the strategic guidance of the African Union Commission (AUC). Since its inception in 2018, the AUC has been the primus inter pares [first among equals] of the programme. As such, it has engaged in close cooperation with the International Labour Organization (ILO) and the International Organization for Migration (IOM), alongside other pertinent stakeholders, including development partners, social partners, civil society organizations, and private sector entities. This collaborative effort aims to advance the agenda of labour migration within the African continent. Although the JLMP continues to focus on intra-African labour migration, it has evolved through the years to also adopt a corridor approach to better address the emerging issues related to the protection of African workers migrating outside the continent, particularly to countries in Europe and the Arab States. The corridor approach contributes to the commitment of Heads of State as articulated in the Declaration on Employment, Poverty Eradication, and Inclusive Development in Africa. It reinforces their resolution to enhance cooperation with other regions worldwide for the improved and responsible management of labour migration flows, thereby facilitating mutual development benefits. Additionally, it emphasizes the necessity of providing adequate protection for the rights of migrant workers and their families. The JLMP is currently the only initiative on the continent that operates across all three levels: continental, regional, and national. Since its inception, the programme has effectively facilitated the development of continental instruments concerning labour migration that are consistent with international norms related to human and labour rights. Furthermore, it has supported the implementation of continental policies and strategies at both national levels and within regional economic communities.
