Improving Access to Justice, Safety, and Livelihood Opportunities for Vulnerable Workers

This project strengthens the resilience, protection, and recovery of vulnerable workers in Yangon’s peri-urban industrial townships through an integrated consortium approach. Implemented under ILO leadership, it responds to the collapse of formal labour governance, widespread labour rights violations, and growing economic insecurity by bringing together six civil society and worker-based organizations to deliver coordinated services across three interconnected pillars: coordination, livelihoods, and justice/protection. Intervention 1: Coordination Platform The project establishes a Consortium Coordination and Service Integration Platform (CCSIP) to harmonize service delivery, referral pathways, and information management among partners. The platform strengthens civil society effectiveness by enabling coordinated responses, standardized operating procedures, trained focal points, and secure case management systems. It facilitates safe, confidential, and efficient support to workers in a high-risk environment while embedding Disaster and Conflict Preparedness (DCP) measures through contingency planning and secure outreach mechanisms. Intervention 2: Livelihoods and Economic Recovery To address acute economic vulnerability and reduce reliance on harmful coping mechanisms, the project provides employment-intensive community works, multi-purpose cash assistance (MPCA), and livelihood support to 5,000 workers. Community Livelihood and Investment Committees (CLICs) promote participatory decision-making and local ownership. A livelihood assistance with legal and protection services, contributing to improved community-led recovery, enhanced household resilience, and economic stabilization. Intervention 3: Justice and Protection Services The project expands access justice mechanisms, enabling workers to safely report labour abuses, seek redress, and recover unpaid wages and other rights through partner that working on legal aid support. Through trained case workers, legal assistance, referrals, and structured follow-up systems, at least 5,000 workers will access protection and justice services. Integrated Approach and Expected Impact The three interventions operate as a unified system. Together, they create a protective ecosystem that addresses immediate humanitarian needs while strengthening civil society capacity and labour rights monitoring in Myanmar’s deteriorating context. The project is expected to directly benefit more than 11,000 workers and indirectly reach over 330,000 individuals, contributing to stronger community resilience, improved livelihoods, and expanded access to justice in Yangon’s most vulnerable industrial areas.
