Productivity Ecosystems for Decent Work (PE4DW) – Phase II: Addressing constraints to productivity growth and decent jobs creation in key industrial sectors in Ghana, South Africa and Viet Nam

Phase II of the Productivity Ecosystems for Decent Work (PE4DW) programme builds on the successful pilot phase implemented in Ghana, South Africa, and Viet Nam, which demonstrated that productivity growth and decent work can be advanced simultaneously through coordinated interventions at policy, sector, and enterprise levels. The programme promotes a systemic approach to productivity, recognising that enterprise performance depends not only on firm-level capabilities but also on the broader ecosystem of policies, institutions, skills systems, business services, labour market institutions, and social dialogue mechanisms. In Phase II, the programme deepens and scales this approach by strengthening national capacities to design and implement productivity-enhancing policies, supporting sector transformation in selected priority sectors, and helping enterprises improve productivity, competitiveness, and working conditions. Building on concepts such as systemic competitiveness, structural transformation, and market systems development, the programme seeks to create a virtuous cycle in which productivity gains contribute to higher-quality jobs, stronger enterprises, and more inclusive economic growth. A distinctive feature of PE4DW is its strong emphasis on social dialogue and tripartite engagement. Governments, employers, and workers are involved throughout programme design and implementation to ensure ownership, sustainability, and equitable distribution of the benefits of productivity growth. Phase II will also place greater emphasis on institutionalisation, measurement, digitalisation, and knowledge generation, enabling successful approaches to be embedded within national systems and replicated beyond direct project beneficiaries. Through this integrated approach, PE4DW aims to establish productivity ecosystems that continue to generate productivity growth, decent work, and social justice long after project support has ended.
