Weekly Rest (Industry) Convention, 1921 (No. 14) - Haiti (Ratification: 1952)

The Committee notes the information sent by the Government. It notes in particular, the indication that the Ministry of Social Affairs and Labour has set up a team responsible for the follow-up of reports on international labour standards and that administrative measures have been taken for this purpose.

Article 2 of the Convention. Length of weekly rest. Further to its previous comments on section 107 of the Labour Code, the Committee notes that, according to the Government, the printing error made in the Labour Code upon its publication in the Official Gazette, will be corrected when the Code is next revised and that tripartite consultations are currently under way in order to finalize the updating of the Code. The Committee notes that the Government has applied for technical assistance in finalizing this work and reminds it that it may contact the ILO’s Subregional Office in Costa Rica, which already organized training workshops in 2007. The Committee hopes that the Office will respond favourably and as soon as possible to the abovementioned request and asks the Government to keep it informed of any developments in this respect and to provide a copy of any relevant texts as soon as they are adopted.

Part V of the report form. Practical application. The Committee notes that, according to the Government, the Workers’ Education Service and the Labour Inspection Service – both of which report to the Ministry of Social Affairs and Labour – lack the logistical resources they need to supervise working conditions and communicate statistical data. The Committee stresses the importance of such data to assessing the effective application of the provisions of the Convention and hopes that the Government will be in a position to collect and provide such information in its future reports.
