Convention concerning Statistics of Wages and Hours of Work, 1938 (No. 63) - Djibouti (Ratification: 1978)

The Committee notes with concern that the Government’s report has not been received. It is therefore bound to repeat its previous comments.

Technical assistance. The Committee notes the information provided by the Government in its brief report, including its request for ILO technical assistance to assist it in filling the gaps in implementation of the Convention. It recalls that the Government had not submitted information since October 2005. The Committee notes the information concerning the 2012 Statistical Yearbook, which is available online, as well as the 2015 Household Survey, to be published in June 2016. The Committee further notes that, according to the information available to the ILO Department of Statistics, labour market statistics in Djibouti are not compiled on a regular basis. The Committee requests that the Government provide information on the results and methodology of the 2015 Household Survey, as soon as it becomes available, and to regularly provide information on the application of the Convention.

The Committee notes the recommendations of the Standards Review Mechanism Tripartite Working Group and the corresponding decision of the Governing Body at its 328th Session in October–November 2016 (GB/328/LILS/2/1) calling upon the Office to commence follow-up with member States that are still bound by this Convention, encouraging them to ratify the Labour Statistics Convention, 1985 (No. 160), as the most up-to-date instrument in this area, and resulting in the automatic denunciation of Convention No. 63. The Committee reminds the Government of the availability of ILO technical assistance in this regard.

The Committee expects that the Government will make every effort to take the necessary action in the near future.

The Committee notes that the Government is at present unable to apply the provisions of the Convention, owing to economic difficulties and the lack of a statistical reports system, and that the Government has requested technical assistance from the ILO in order to implement measures for developing a system of statistical reports with enterprises. The Committee also notes that the Government is seeking technical assistance from the ILO to set up an observatory on employment and training and that this request is being dealt with by the ILO Office in Addis Ababa. The Committee further notes that it is not yet certain that statistics on wages and working hours are to be included in the project covered by the observatory. The Committee asks the Government to continue to provide information on any measures taken to apply the provisions of the Convention and on the establishment of the observatory for employment and training.

The Committee notes the Government's statement in its report to the effect that it is impossible to reply to the questionnaire due to the lack of statistical data. It recalls that, according to the Government's previous reports, new forms have been established for enterprise visits and activity reports and that these forms have been used by the Labour Inspection Service, which should make it possible to obtain reliable information. It requests the Government to supply a copy of the forms which have been used and the data compiled with its next report.

The Committee hopes that the Government will soon be in a position to give effect to the provisions of the Convention.

The Committee notes the Government's statement that the Convention is not yet applied in Djibouti, but that new forms have been developed and are now in use by the inspection services which should make it possible to furnish data from 1984. The Committee requests the Government to forward, in its next report, a copy of the forms in use along with the statistics that have been compiled to date. It also expresses its hope that it will be possible for the Government to give full effect to the provisions of the Convention at an early date.
