The Committee notes the information and statistics provided by the Government concerning Articles 10, 11, 12, 14 and 15 of the Convention. In this regard, it notes the information on the methodology used in collecting and compiling those statistics. The Committee requests that the Government provide information on any changes made in relation to the application of these provisions.

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics of the structure and distribution of the economically active population. The Government indicates in its report that information on the structure and distribution of the economically active population is based on the Labour Force Survey (LFS) data. The Committee notes that LFS data and metadata are available on the website of the Israeli Central Bureau of Statistics (CBS). It also notes that the Government continues to supply data to the ILO for dissemination through its ILOSTAT database. The Committee recalls that the last population census was undertaken in 2008. The Government indicates that the methodology for the next census is still being discussed. The Committee requests that the Government provide information on its plans for conducting the next round of the population census and the methodology used in this regard. It also invites the Government to provide information on any developments towards the implementation of the resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

The Committee notes the Government’s first report on the application of the Convention received in July 2012. The Government indicates that all the latest standards and guidelines established under the auspices of the ILO have been followed by the Central Bureau of Statistics (CBS). The CBS is responsible for compiling almost all the statistics mentioned in the Convention. The Committee notes that all parts of the Convention have been accepted by the Government (Article 16 of the Convention), and that there is no limitation with respect to the scope of the statistics, which are based on the level of the population as a whole with appropriate disaggregations (Article 17). The Committee has benefited from a robust technical analysis made by the ILO Department of Statistics, which completed and updated the already detailed information contained in the Government’s report. The Government also regularly provides replies to the questionnaire of the ILO Yearbook of Labour Statistics. The Committee encourages the Government to continue its collaboration with the ILO in this field and wishes to be provided with further information on certain specific issues regarding the following points.

Article 8. Statistics on the structure and distribution of the economically active population. The Committee notes that the Government has not provided in its first report the required information on the structure and distribution of the economically active population. It notes, however, that results from the 2008 Population Census, concluded in July 2009, are found on the CBS website. Furthermore, statistics from the 1972, 1983 and 1995 population censuses were provided to the ILO and published in the ILO Yearbook of Labour Statistics. The Committee invites the Government to include in its next report, in accordance with Articles 5 and 6 of the Convention, data and meta-data on all relevant sources used in collecting and compiling statistics on the economically active population and communicate the published statistics to the ILO. It also invites the Government to indicate when it plans to conduct its next round of the population census.

Article 10. Compilation of statistics on wage structure and distribution. The Committee notes that the Government has not indicated in its first report whether statistics on the composition of earnings are available or if these statistics will be available in the near future. It notes, however, that the CBS collects a wide range of statistics in line with Article 10. The Committee invites the Government to provide in its next report statistics on wage structure (see Article 5(2)(b) of Recommendation No. 170).

Article 11. Statistics on labour cost. The Committee notes that statistics on labour cost are communicated to the ILO. The latest available monthly figures of labour cost are published in the CBS Monthly Bulletin of Statistics and can be found on the CBS website. It further notes that methodological information is not included in the Monthly Bulletin. The Committee invites the Government to provide, in accordance with Article 6 of the Convention, information on the methodology used in collecting and compiling statistics on labour cost.

Article 12. Consumer price indices. The Committee notes that information on the consumer price indices is found in the Consumer Price Index Survey and covers all economic activities and the whole population of Israel. The Survey is published on a monthly basis by the CBS. The Committee also notes that the Government regularly provides information on the consumer price indices to the ILO. The Committee invites the Government to provide, in accordance with Article 6 of the Convention, the relevant methodology used in collecting and compiling consumer price index statistics.

Article 14. Statistics on occupational injuries and diseases. The Government indicates that administrative records from the National Insurance Institute and from the Ministry of Industry, Trade and Labour are used to compile the statistics on occupational injuries. The Committee notes that statistics on occupational injuries were provided by the Government to the ILO. The Committee invites the Government to provide, in accordance with Articles 5 and 6 of the Convention, the relevant methodologies regarding the sources used, including if possible a summary of the Report of Fatal Occupational Injuries, in collecting and compiling statistics on occupational injuries. It also invites the Government to communicate the published statistics to the ILO and provide information on any plans it may have to collect and compile statistics of occupational diseases.

Article 15. Statistics on industrial disputes. The Government indicates that the Ministry of Industry, Trade and Labour is responsible for compiling the statistics on industrial disputes. The Committee notes that detailed statistics can be found on the CBS website. The Committee invites the Government to provide, in accordance with Article 6 of the Convention, information on the methodology used in collecting and compiling statistics on industrial disputes.
