Allegations

The complainant alleges that on 20 December 2004 the National Electoral Council enacted a new “Statute on the election of trade union officials” with which workers’ organizations must comply in order legitimately to be able to conduct their business, and that on 3 February 2005 the Ministry of Labour issued a resolution giving trade union organizations 30 days to provide information on their administration and register of members in a form that includes each worker’s complete identity, place of residence and signature; the Ministry of Labour has demonstrated its lack of impartiality and the members risk acts of anti-trade union discrimination; the CTV adds that on 12 January 2005, the National Electoral Council cancelled the 2001 elections of its executive committee
